In this case, Crow's Nest and Heave Away would require a new effect. What if Scuttle's talent, instead of blowing up the weapon's reload projectile, gave it Crow's Nest recoil? And perhaps, remove Heave Away for its spam potential. This would force Dredge to throw bombs from medium to long distance.
What if Dredge took damage from his own explosives? As Pip or Evie (or even Tyra with her Molotov). When a flank comes close, so many bombs are exploding that in death the flank flies off to another server. In addition, Dredge is incredibly annoying to flank. Now, with the mobility he'll receive from the card Crow's Nest, some people already think of him as a flying Evie: dropping bombs and getting mass kills (which I don't doubt he'll be capable of). I believe the reason this happens is because of the talent Scuttle, but I guess the greater problem is not with the recharge itself but with its spamming speed thanks to the card Heave Away.
